Understanding SNAP Restaurant Benefits Programs
The Supplemental Nutrition Assistance Program (SNAP) provides nutrition assistance to millions of Americans. While most people think of SNAP benefits as funds for grocery stores, a smaller portion of the program goes toward restaurant meals in specific situations. This guide explains how restaurant acceptance under SNAP works and what you may find helpful to know about these programs.

SNAP is a federal program run by the U.S. Department of Agriculture (USDA). Each state manages its own SNAP program within federal guidelines. The program serves low-income individuals and families by providing monthly benefits that can be used to purchase food items. Most benefits are used at traditional grocery stores and food markets, but certain states and territories have established restaurant programs that allow SNAP benefits to be used at participating restaurants under specific circumstances.
The Restaurant Meals Program (RMP) exists in only a handful of states and territories: Arizona, California, Hawaii, Illinois, Maryland, Michigan, New York, Ohio, Rhode Island, and Virgin Islands. This limited availability is important to understand. Not every state participates, and even within participating states, the program has specific requirements about who may use it and which restaurants accept the benefits.
A restaurant that accepts SNAP benefits must be authorized by their state's SNAP agency. These restaurants sign agreements to follow SNAP rules. They agree to accept SNAP cards (the Electronic Benefit Transfer or EBT card) just as they would accept other payment methods. However, restrictions apply to what can be purchased. Generally, restaurants can only provide prepared meals for immediate consumption, and certain items like hot foods, alcohol, tobacco, or vitamins cannot be purchased with SNAP benefits.
Practical takeaway: Before looking for restaurants that accept SNAP benefits, determine whether your state participates in the Restaurant Meals Program. This single fact will tell you whether this option is available in your area or whether you should focus on traditional grocery store options.
Who May Use SNAP Restaurant Benefits
One of the most misunderstood aspects of the Restaurant Meals Program is that it is not open to all SNAP recipients. Eligibility for the restaurant program is narrower than standard SNAP. Understanding who the program serves is essential before you begin looking for participating restaurants in your area.

The Restaurant Meals Program was designed specifically for individuals and groups who face barriers to preparing their own food. This includes older adults (typically age 60 and above), people with disabilities, and homeless individuals. Each state that runs the program sets its own specific guidelines, so the exact requirements may vary slightly depending on where you live.
Older adults who participate in the program are generally those age 60 or older. People with disabilities may include those receiving Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), or those recognized by their state as having a disability that prevents them from preparing meals. Homeless individuals may also qualify, though documentation requirements vary by state.
The income limits for the Restaurant Meals Program are the same as standard SNAP: 130% of the federal poverty line for most households. However, some states use slightly different thresholds. For a single person in 2024, the gross monthly income limit is approximately $1,691. For a family of four, it is approximately $3,482. These figures change annually, usually in October.
Some states have expanded their Restaurant Meals Programs to include additional groups. For example, a few states allow certain individuals experiencing homelessness or those in specific care facilities to participate. The specific populations served depend entirely on state policies. California, for instance, has one of the broader programs and may serve additional groups compared to other states.
Practical takeaway: Before searching for restaurants in your area, confirm whether your state runs a Restaurant Meals Program and review the specific groups it serves. If you don't fall into the designated categories in your state, the traditional SNAP grocery store benefit will remain your option.
How to Find and Identify Participating Restaurants
Once you understand whether the Restaurant Meals Program operates in your state and whether you meet the basic requirements, the next step is locating restaurants that actually participate. Finding these establishments requires knowing where to look and what to ask.

Your state's SNAP agency maintains an official list of authorized restaurants. Contact your state's SNAP office directly to request this list. You can find your state SNAP agency through Benefits.gov or the USDA SNAP website. Most states post their restaurant listings online, though some may require you to call or visit in person to obtain the information. Arizona, California, and New York, which have larger Restaurant Meals Programs, typically have searchable online databases where you can enter your location and see nearby restaurants.
Restaurant types that participate vary by state. Common categories include sandwich shops, pizza restaurants, taco stands, Chinese takeout, burger joints, and breakfast diners. Some areas may have fast-casual restaurants or local family-owned establishments. However, fine dining restaurants or establishments requiring sit-down service are not typically authorized. The focus is on restaurants that provide quick meals at a reasonable cost.
When you visit a restaurant, you can ask the cashier or manager whether they accept SNAP benefits. They should be able to tell you immediately. Some restaurants display signage indicating SNAP acceptance, though not all do. The key indicator is whether their register system is connected to the EBT network and whether staff have been trained to process SNAP transactions.
Some restaurants participate in multiple states' programs. For example, a national sandwich chain or pizza franchise with locations in both California and Arizona may participate in both states' programs. However, individual franchises sometimes make their own decisions about participation, so a location in one state may participate while a location of the same brand in a neighboring state does not.
Keep in mind that restaurant lists change periodically. Restaurants may open or close, or existing restaurants may choose to stop accepting SNAP benefits. Before making a special trip, calling ahead to confirm that a restaurant currently accepts SNAP is a reasonable precaution.
Practical takeaway: Start with your state's official SNAP agency website or phone number to obtain an accurate list of participating restaurants. This official list is your most reliable resource and will save time compared to calling individual restaurants.
What You Can and Cannot Buy With SNAP at Restaurants
SNAP benefits at restaurants operate under specific rules about what foods can be purchased. Understanding these restrictions helps you know what to expect when you use your EBT card at a participating restaurant.

Generally, restaurants participating in SNAP can provide prepared meals for immediate consumption. This means hot foods prepared on-site or foods meant to be eaten right away qualify. A restaurant can sell you a hamburger, a prepared sandwich, a bowl of rice with beans, a taco, a slice of pizza, or a bowl of soup. The key is that these are prepared meals ready to eat.
Items that CANNOT be purchased with SNAP at restaurants include: hot or warm foods held for later (like food kept warm in a steam table that you take home), alcoholic beverages, tobacco products, vitamins and medicines, cosmetics, pet food, household supplies, and prepared foods that require heating or cooking at home. Also not allowed are foods typically found at grocery stores like raw vegetables, bread, cheese, or milk—the restaurant program is specifically for prepared meals only.
The reason for these restrictions relates to SNAP's purpose: to help people obtain meals they can eat immediately. The program is not designed to replace grocery shopping entirely. Instead, it helps people who face barriers to food preparation access ready-to-eat meals when needed.
Beverages are allowed, but they must be non-alcoholic. You can purchase soft drinks, coffee, tea, juice, or water at a participating restaurant using SNAP benefits. However, any alcoholic beverage—beer, wine, liquor, or cocktails—is prohibited.
Some people wonder whether special requests or modifications change what qualifies. The answer is no. If the underlying food is allowed, you can still purchase it even if you request modifications. For example, a sandwich is allowed, and you can request no onions, light mayo, or extra lettuce—the restrictions on what qualifies don't change based on how you customize your order.
Practical takeaway: Before ordering at a new restaurant, mentally review whether your intended purchases are prepared meals. If you're unsure, ask the staff. Most restaurant workers understand SNAP restrictions, especially if the restaurant has been authorized and trained in the program.
