Florida law requires anyone who moves to the state and plans to live there permanently to transfer their out-of-state driver's license within a certain timeframe. The state recognizes that you may not be able to visit the DMV office immediately after moving, so there are rules about how long you can drive on your current license while completing the transfer. Understanding these timelines helps you plan your visit to the DMV and avoid driving with an expired or invalid license in Florida.
The transfer process itself is straightforward but requires gathering the right documents beforehand. Unlike starting completely fresh with a new license application, transferring typically takes less time and costs less money because Florida recognizes your previous driving record from your home state. You won't need to retake the written knowledge test or the driving skills test in most cases, though some situations may require additional testing.
This guide walks through the specific documents required, explains the timeline for completing your transfer, describes what happens at the DMV office, and covers fees and other practical details. By understanding these requirements before you go, you can make your visit to the DMV more efficient and complete your transfer correctly the first time.
Practical Takeaway: Start gathering your required documents now, even if you don't plan to visit the DMV immediately. Having everything ready means you can complete your transfer in one visit rather than making multiple trips.
Documents You'll Need to Bring to Transfer Your License
Florida requires proof of several things before you can transfer your driver's license. The state needs to verify your identity, your social security number, your Florida residency, and your current driving status. Each of these requirements has specific acceptable documents, and you'll typically need to bring at least one document from each category. Planning ahead to gather these documents makes the transfer process much faster.

For proving your identity, Florida accepts a current, valid passport, a birth certificate (original or certified copy), a passport card, a military ID, or a tribal ID. Most people find it easiest to bring their current passport since it serves as both an identity document and proof of citizenship or legal residency status. If you don't have a passport, a certified birth certificate obtained from your birth state's vital records office works just as well. These documents must be original or certified copies — photocopies won't be accepted.
You'll also need to prove your social security number. Acceptable documents include your social security card, a W-2 form, a 1099 form, a tax return, a pay stub, or a military record. If you have a social security card, that's the easiest option to bring along. If you've misplaced your card, any recent tax document or pay stub showing your complete social security number will work. These documents serve as proof that you are who you claim to be and help Florida connect your new license to your driving history.
Florida residency is a key requirement for transferring your license. You must live in Florida, not just visit or work there temporarily. To prove residency, you can bring a utility bill, a mortgage statement, a rental agreement, a property tax bill, an insurance policy, a bank statement, or a government-issued document showing your Florida address. The document should be current — typically from the past 60 days. If you've just moved and your documents aren't in your name yet, you may bring a document showing your landlord's name along with a signed lease showing your name. Some people also bring their utility bill in their name along with a recent bank statement showing their Florida address to have multiple forms of proof.
Finally, you must bring your current out-of-state driver's license. This allows Florida DMV staff to review your driving record from your previous state and ensure you have no suspensions or other issues that would prevent you from transferring. If you've lost your previous license, bring a valid ID from another source and be prepared to explain the situation to DMV staff.
Practical Takeaway: Create a checklist based on what documents you already have at home. Order any missing documents now — certified birth certificates or Social Security cards can take time to arrive — so you're not delayed when you're ready to visit the DMV.
Timeline and Deadlines for Transferring Your License
Florida law gives you a specific window of time to transfer your driver's license once you become a resident. Understanding this timeline helps you stay compliant with state law and ensures you don't accidentally drive with an expired or invalid license. The rules are different depending on whether you're moving from another U.S. state or from a foreign country.

If you're moving to Florida from another U.S. state, you may continue driving on your current out-of-state license for 30 days after you establish residency in Florida. Your out-of-state license remains valid during this 30-day period, so you don't need to rush to the DMV on your first day in the state. However, once this 30-day window closes, you must have a Florida license to drive legally. In practice, this means you should visit the DMV sometime before day 30 to ensure your transfer is complete before your grace period ends.
If you're moving to Florida from another country, you have a 30-day window from the date you establish residency to transfer your license as well. If your foreign license is no longer valid, you'll need to complete additional requirements beyond what's described in this guide, and DMV staff can provide specific information about your situation. If your foreign license is still valid, you can typically transfer it using the same process as someone moving from another U.S. state.
What counts as establishing residency? You establish residency when you move your permanent home to Florida with the intention to live there indefinitely. Simply taking a job in Florida or spending the winter months there doesn't count as establishing residency. The 30-day period begins from the date you actually move into your Florida home, not from the date you get a job offer or sign a lease. This means it's important to note when you move so you know when your 30-day window starts.
If your out-of-state license expires before you complete your transfer, you should still complete the transfer process. An expired out-of-state license is not a barrier to transferring to Florida. You'll simply surrender the expired license when you complete your transfer and receive your new Florida license. However, you cannot drive legally in Florida on an expired license, even during the initial 30-day period, so plan your DMV visit before your out-of-state license expires if at all possible.
Practical Takeaway: Write down the date you move to Florida and mark day 30 on your calendar. Plan to visit the DMV before that date to ensure your transfer is complete and you're driving legally with a Florida license.
Testing Requirements When Transferring Your License
One of the advantages of transferring rather than getting a completely new license is that you typically won't need to retake written tests or driving skills tests. Florida recognizes that you've already demonstrated your knowledge of traffic laws and your driving ability by passing these tests in your previous state. However, there are specific situations where additional testing may be required, and understanding these exceptions helps you prepare for your DMV visit.

Most people transferring their license will not take any written test. Florida DMV staff will review your driving record and your previous license, and you'll simply complete the transfer paperwork. This is one major way that transferring differs from obtaining an original Florida license, which does require passing a written knowledge test. If you're transferring, you can skip this step and move straight to completing your license card and paying the fee.
However, Florida may require a written test in certain situations. If you're unable to provide proof that you passed the written test in your previous state, or if there's a significant gap since you obtained your previous license, DMV staff may ask you to take Florida's written test. Additionally, if you're transferring from a country outside the United States and your foreign license is very old or unclear, Florida may require a written test. The written test covers Florida-specific traffic laws, road signs, and safe driving practices. It's a multiple-choice test that you take on a computer at the DMV office.
