Understanding Your Phoenix Water Bill Structure
Phoenix water bills contain several distinct components that combine to create your total monthly charge. The City of Phoenix charges for water services based on a tiered rate structure, meaning you pay different rates depending on how much water you use. This system encourages conservation while keeping costs lower for households that use water responsibly.

Your bill typically includes charges for water delivery, wastewater treatment, and stormwater management. Water delivery is the cost to bring treated water to your home through the city's infrastructure. Wastewater treatment covers the cost of collecting and processing the water that leaves your home after you use it. Stormwater management helps fund the city's systems for managing rainwater runoff and preventing flooding in neighborhoods.
The tiered rate structure works like this: your first amount of water consumption each month costs one rate per gallon, your next tier of usage costs a higher rate per gallon, and any usage beyond that is charged at an even higher rate. For example, in 2024, residential customers in Phoenix might pay one rate for the first 16 hundred cubic feet of water per month, a higher rate for usage between 16 and 30 hundred cubic feet, and the highest rate for anything beyond 30 hundred cubic feet. This structure varies by customer class and the city adjusts rates periodically.
Beyond the base water and wastewater charges, your bill may include other line items such as city taxes, stormwater fees, or specialized service charges if you have them. Some customers also see charges for things like meter reading fees or customer service charges, though these are less common on basic residential accounts.
Practical Takeaway: When you receive your Phoenix water bill, look for the section showing your usage amount and which tier it falls into. Understanding whether your household is in the first, second, or third tier helps you see how conservation could lower your costs.
How to Read Your Phoenix Water Statement
A Phoenix water statement contains several sections designed to show you exactly what you're being charged for and how much water your household used. Becoming familiar with the layout of your statement makes it easier to spot changes in your usage or charges and to catch any errors.

At the top of your statement, you'll find your account information, including your service address and account number. This is important because if you have multiple properties or accounts, you want to make sure you're looking at the right bill. Your billing period—the dates covered by this bill—appears near the top as well. Phoenix typically bills on a monthly cycle, though the exact dates may vary slightly from month to month depending on meter reading schedules.
The middle section of your statement shows your current charges broken down by service type. This is where you see the cost of water delivery, wastewater treatment, and stormwater management listed separately. Each line item shows the charge amount and may include a brief description of what that charge covers. If your bill includes taxes or other fees, those appear in this section too. You should also see your usage displayed here—typically measured in hundred cubic feet (HCF), where one HCF equals about 748 gallons of water.
Your statement includes a comparison section that shows your current month's usage against previous months. This historical data helps you spot unusual patterns. For instance, if your household normally uses 25 HCF per month but suddenly uses 50 HCF, it might indicate a leak that needs attention. The statement may include a graph or chart showing your usage over several months, making trends easy to see at a glance.
Near the bottom of your statement, you'll find payment information, including the total amount due and the due date. Most Phoenix water bills have a due date of approximately 15 days from the billing date. Late payment penalties may apply if you don't pay by the due date, so it's important to note this date.
Practical Takeaway: Save your water statements for at least a year. When you're comparing statements month to month, you can notice if your usage patterns change, which may help you identify leaks or opportunities to save water.
Understanding Water Usage Measurement and Rates
Water usage in Phoenix is measured in hundred cubic feet, abbreviated as HCF. One HCF equals approximately 748 gallons of water, or about 2,832 liters. This measurement unit might seem unusual if you're used to thinking about water in gallons, but it's the standard for water utilities across the United States. Most residential water meters in Phoenix measure usage electronically and send readings to the city for billing purposes.

The tiered rate system in Phoenix means that your rate per unit changes as you use more water. When rates are set, the city establishes threshold amounts for each tier. A typical tier structure might look like this: Tier 1 includes the first 16 HCF used in a month, Tier 2 includes usage between 16 and 30 HCF, and Tier 3 includes any usage above 30 HCF. Each tier has its own price per HCF. The purpose of this system is to charge more for excessive water use while keeping basic water costs reasonable for households that use water conservatively.
How does this work in practice? Imagine a household uses 25 HCF in a month. The first 16 HCF are charged at the Tier 1 rate, and the remaining 9 HCF are charged at the Tier 2 rate. If another household uses 35 HCF, they pay the Tier 1 rate for their first 16 HCF, the Tier 2 rate for the next 14 HCF, and the Tier 3 rate for the final 5 HCF. This graduated system encourages people to be mindful of their water use while recognizing that larger households or households with irrigation needs may use more water.
The City of Phoenix reviews and adjusts its water rates periodically—typically annually or every few years—to account for inflation, infrastructure costs, and environmental factors. When rates change, the city notifies customers in advance. These rate changes affect both the base rates for each tier and sometimes the tier thresholds themselves. Phoenix residents can monitor their water usage throughout the month by checking their meter, though many residents now can track usage through online account portals.
Wastewater charges are usually calculated based on the same usage amount as your water consumption. The assumption is that most of the water you use ends up in the sewer system, so wastewater charges track closely with water usage. This is why conservation benefits your bill in two ways—lower water charges and lower wastewater charges.
Practical Takeaway: Check your meter reading on your statement. Dividing your monthly HCF by 30 (or the number of days in your billing cycle) gives you your average daily water use. Comparing this to the typical household usage—around 10 to 15 HCF per month for efficient homes—shows whether your household is using water efficiently.
Services and Charges Beyond Basic Water Delivery
Phoenix water bills may include charges beyond the standard water delivery and wastewater treatment fees. Understanding these additional charges helps you see where your money goes and might reveal services you didn't realize you were paying for.

One common additional charge is the stormwater management fee. This is a separate line item on many Phoenix water bills that funds the city's stormwater infrastructure—the systems that manage rainwater runoff from streets, parking lots, and roofs. This fee is typically charged based on the square footage of your property or a fixed amount per account, not on your water usage. The stormwater fee helps fund projects like flood prevention systems, retention ponds, and green infrastructure improvements throughout Phoenix neighborhoods.
Some customers see utility taxes on their bills. Arizona allows cities and counties to impose taxes on utility services. These taxes are calculated as a percentage of your base charges and appear as a separate line item on your statement. The tax amount varies depending on your location within Phoenix and surrounding areas.
If you have a large meter or a specialized service connection, you might see a meter charge or service charge. These fees cover the cost of maintaining and reading your meter. Residential customers with standard meters typically see a single meter fee, while customers with larger commercial-style meters may see additional maintenance charges.
Environmental or sustainability fees sometimes appear on water bills. These fees fund conservation programs, water recycling initiatives, and environmental improvements. Phoenix has invested in water conservation programs, and some of these costs may be reflected in dedicated line items on bills.
