Overview of Your Denton Utilities Bill Structure
Your Denton utilities bill arrives each month and contains several distinct sections that work together to show you exactly what you owe for water, wastewater, and solid waste services. Understanding how these sections connect helps you make sense of the total amount due. The City of Denton provides these services to residential and commercial customers throughout the city limits.

The bill typically starts with your account information, including your account number, service address, and billing period. This section confirms which property the charges apply to. Next comes your meter reading information, showing the current and previous readings taken by city staff. The difference between these numbers represents the volume of water you used during the billing period, usually one month.
Charges on your bill fall into several categories. Base or fixed charges apply regardless of usage—these cover the costs of maintaining pipes, infrastructure, and customer service systems. Usage charges multiply your consumption by a rate per unit, usually per 100 gallons of water. Some bills include tiered rates, meaning the price per unit changes based on how much you use. For example, the first 2,000 gallons might cost one rate, while usage above that amount costs more per gallon.
Wastewater charges typically equal your water consumption, since most water entering your home leaves through the sewer system. Solid waste fees cover trash and recycling collection. Taxes and any other applicable fees appear as separate line items. Some bills show credits or adjustments for previous billing corrections.
Practical takeaway: Before diving into specific charges, locate and note your account number, current billing period, and total amount due. Keep these details handy for any questions or account changes.
Breaking Down Water Usage and Consumption Charges
Water usage charges represent the largest variable portion of most Denton residential bills. These charges depend on how much water flows through your meter during the billing period. The city measures water in units of 100 gallons, sometimes called "CCF" (centum cubic feet) or "HCF" (hundred cubic feet). One unit equals 100 gallons, so if your meter shows 45 units of usage, you consumed approximately 4,500 gallons.

To understand your usage, look at your meter readings on the bill. The "current reading" minus the "previous reading" equals your consumption for that period. For example, if your previous reading was 2,500 units and your current reading is 2,545 units, you used 45 units (4,500 gallons) of water. The rate card on your bill shows the price per unit—multiply this by 45 to find your usage charge.
Denton uses a tiered rate structure for water consumption. This means higher usage levels cost more per unit than lower usage levels. A typical structure might look like this:
- First 500 gallons per day (approximately 15,000 gallons per month): $X per unit
- Usage above that amount: $Y per unit (higher rate)
Common residential water usage ranges from 3,000 to 10,000 gallons monthly, depending on household size, habits, and outdoor watering. A family of four typically uses 4,000 to 6,000 gallons monthly. Outdoor watering during summer months significantly increases consumption. Indoor fixtures contribute roughly this way: toilets (20-30% of household use), washing machines (15-20%), showers (15-20%), faucets (15-20%), and leaks (10-15% if present).
Practical takeaway: Calculate your usage by subtracting the previous meter reading from the current one. Compare this month's usage to previous months to spot unusual increases that might indicate a leak or change in habits.
Understanding Fixed Charges and Service Fees
Fixed charges appear on your bill each month regardless of water consumption. The City of Denton charges these fees to cover the costs of maintaining water infrastructure, operating customer service, processing billing, and ensuring the system stays ready to serve your property. Even if you used zero water in a month, these charges would still apply because the city maintains the pipes, treatment facilities, and emergency response capability for your address.

The base service charge typically covers meter maintenance, meter reading, billing and payment processing, and customer service operations. This charge ranges based on your meter size. A standard residential meter (normally 5/8 inch) has one base charge, while larger commercial or multi-unit meters cost more because they require different equipment. Base charges usually fall between $12 and $25 monthly for residential customers.
Some bills include separate line items for service connection fees or infrastructure maintenance charges. These cover the ongoing costs of replacing aging pipes, upgrading water treatment systems, and maintaining pump stations. Infrastructure fees help fund improvements that keep your water safe and reliable. A typical infrastructure or system development charge might add $3 to $8 to your monthly bill.
Wastewater treatment fees also include fixed components. Even if you didn't use water, the city maintains your sewer connection and treatment plant capacity. These fixed wastewater fees typically run between $8 and $20 monthly. Solid waste collection fees are entirely fixed—you pay for service availability whether your trash container is full or empty.
Practical takeaway: Add up all fixed charges on your bill and note this amount. When comparing months, subtract these fixed charges from the total to see only what you paid for actual consumption. This makes month-to-month comparison more meaningful.
Decoding Wastewater and Sewage Charges
Wastewater charges cover the cost of treating water after it leaves your home. Pipes carry used water and waste from toilets, showers, sinks, and washing machines to the city's treatment plants. The City of Denton operates these treatment facilities and manages the entire wastewater system, which requires significant infrastructure and operational costs. Your wastewater charge pays for all these services.

On most bills, wastewater usage charges equal your water consumption. This relationship assumes that roughly all the water entering your home becomes wastewater. However, some water goes elsewhere—for example, outdoor irrigation doesn't enter the sewer system. If you use a significant amount of water for landscaping, you might request a separate irrigation meter, which would reduce your wastewater charges since irrigation water doesn't require treatment.
Wastewater charges typically divide into two parts: a fixed treatment charge and a usage-based charge. The fixed charge covers operating the treatment plant, maintaining pump stations, and managing the sewer lines. The usage charge multiplies your consumption by a rate per unit. Treatment rates are often higher than water rates because treatment processes require more resources—chemicals, energy, equipment maintenance, and trained operators.
Some wastewater bills include storm water fees, which cover the management of rain runoff and flooding prevention. This charge recognizes that as cities grow, paved surfaces increase, creating more runoff that must be managed. Storm water fees may apply city-wide or only in certain areas where this service is provided. These fees typically range from $3 to $10 monthly and may be labeled separately on your bill.
Practical takeaway: Your wastewater bill usually mirrors your water usage. Track both to ensure they align. If wastewater usage suddenly exceeds water usage, contact the city—this could indicate a billing error. Note whether separate storm water or irrigation-specific fees appear on your bill.
Solid Waste and Recycling Service Charges
Solid waste charges cover trash collection, hauling, and disposal. The City of Denton contracts with waste management services to pick up residential trash on a regular schedule. Your solid waste charge funds the collection vehicles, drivers, maintenance of collection equipment, and disposal fees at the city's contracted landfill or transfer station. Most residential customers have one collection per week, though some areas may have twice-weekly service.

Trash collection fees are fixed monthly charges. You pay the same amount whether your trash container is half-full or completely full. Pricing may vary based on container size. A standard residential container (typically 64-96 gallons) costs less than a larger commercial container. Some customers choose smaller containers to reduce their fee, though collection frequency remains the same.
Recycling services are typically included in your solid waste charge or offered as a separate line item. The city provides recycling containers for paper, cardboard,
